To enable management of traffic demand between OD by calculating a plurality of routes and the route cost for distributing and adjusting the traffic demand between OD.SOLUTION: Disclosed is a traffic demand management device 1 for distributing traffic demand, which includes: a reception part 12 for receiving information on the traffic demand and a start point O and an end point D of the traffic demand; a route generation part 13 for generating a plurality of routes from the start point O to the end point D; a route cost calculation part 14 for calculating the route cost of each route to be varied in accordance with the traffic demand; and a route output part 15 for performing output by associating the generated route with the calculated route cost.SELECTED DRAWING: Figure 1
