To provide a periphery monitoring system, a periphery monitoring method, and a periphery monitoring device capable of appropriately monitoring a possibility of collision between a working machine and an obstacle including a peripheral person.SOLUTION: A periphery monitoring system 1 comprises: a camera 2 that captures a forklift and a periphery of the forklift; a recognition unit 12 that recognizes the forklift and an obstacle of a periphery of the forklift from an image captured by the camera 2; a calculation unit 14 that calculates a movement direction of the forklift and a movement direction of the obstacle from a recognition result of the recognition unit 12; and a determination unit 16 that determines a possibility of collision between the forklift and the obstacle based on the movement direction of the forklift and the movement direction of the obstacle calculated by the calculation unit 14.SELECTED DRAWING: Figure 2
