To guide a vehicle to a place where a degree of risk to occupants and an ambient environment is mitigated.SOLUTION: A route setting device 10 detects an abnormality of a vehicle, identifies a failed state of the vehicle estimated from abnormal components of the vehicle for which abnormality was detected and the detected abnormality, acquires from a parking place requirement database, a vehicle's parking place requirement associated with the failed state of the vehicle that is estimated from the abnormal components of the vehicle and the detected abnormality, determines a scheduled parking place of the vehicle on the basis of the parking place requirement and sets the route of the vehicle to the scheduled parking place. Since the vehicle can be guided to the scheduled parking place that was set in accordance with the failed state of the vehicle estimated from the abnormal components of the vehicle and the detected abnormality, it is possible to mitigate a degree of risk to occupants and an ambient environment.SELECTED DRAWING: Figure 1
