To provide a flapping device which is small-sized nd can obtain high maneuverability.SOLUTION: A flapping device 1 has a wing 2, and a pair of drive parts 3 provided corresponding to the wing 2. The drive part 3 comprises: a first driving source 30U; a second driving source 30D; a first follower part 10U rotated around a first rotation axis by the first driving source 30U; a second follower part 10D rotated around a second rotation axis by the second driving source 30D; a first energization member 40U which energizes the first follower part 10U reversely to a rotation direction of the first follower part 10U; a second energization member 40D which energizes the second follower part 10D reversely to a rotation direction of the second follower part 10D; and a control part 60. The wing 2 has: a first wing shaft 20 which is connected to the first follower part 10U, and can rotate around a third rotation axis crossing the first rotation axis; a second wing shaft 21 which is connected to the second follower part 10D, and can rotate around a fourth rotation axis crossing the second rotation axis; and a wing body 22.SELECTED DRAWING: Figure 1
