To provide an on-orbit object monitoring system, observation plan creation device, monitoring method and program which collect information on an on-orbit object.SOLUTION: An on-orbit object monitoring system includes an observation planning processing unit that generates an observation plan to observe the shape of an object being the observation object that orbits the earth along the second orbit at a lower altitude than a stationary orbit by an on-orbit sensor that flies in the first orbit at a lower altitude than the stationary orbit so as to orbit the earth.SELECTED DRAWING: Figure 5
