To provide a vehicle allocation managing device and a vehicle allocation managing method to increase certainty of an estimated arrival time for a vehicle at a destination.SOLUTION: The present invention is a vehicle allocation managing device including: a travelling performance information database that stores travelling performance information of an allocated vehicle; and a vehicle allocation plan creation unit that creates a vehicle allocation plan of a specified vehicle based on a recommended travelling route. The vehicle allocation plan creation unit includes: a travelling route candidate extraction unit that extracts a travelling route candidate on the basis of a vehicle allocation request from a user; an effective expected required time calculation unit that determines a variation threshold value for the variation degree of the required time for each travelling route candidate on the basis of the travelling performance information, and calculates an effective expected required time on the basis of the variation threshold value; and a travelling route determination unit that determines the recommended travelling route from the travelling route candidates on the basis of at least the effective expected required time.
