The present invention is to improve the composition and structure of a flooring material to improve the soundproofing and dustproof function, and to provide a flooring material for a railway vehicle capable of maintaining a flatness that can be deformed by an unbalanced load. According to the present invention, provided is a flooring material for a railway vehicle comprising: a keystone plate; a bottom cover disposed on the upper side of the keystone plate to be spaced apart from each other by a predetermined distance; and a cushioning part disposed between the keystone plate and the bottom cover, and including a first cushioning material disposed on the upper side of the keystone plate and a second cushioning material disposed on the upper side of the first cushioning material.
