The present invention relates to an apparatus and a method to supply an electric power and gas using a floating power plant on land. According to an embodiment of the present invention, an apparatus to supply electric power using a floating power plant comprises: a floating power plant floating at sea level, supplying electric power at the same time; a substation installed on land, and to change a voltage of an electric power generated from a land power plant to supply a voltage to an electrical grid when the land power plant is normally operated, and to change voltage of the electric power generated from the floating power plant when the land power plant is not normally operated; and a first gas supply line to supply gas from a gas supplier to the land power plant when the land power plant is normally operated, and to supply gas from the floating power plant to the gas supplier when the land power plant is not normally operated.
