Disclosed is a charging device capable of reducing a low-frequency leakage current, including a duty controller for determining the duty of a switching element in a power factor correction converter based on magnitude of a common mode component of AC voltage of AC power provided by an external charging facility, magnitude of DC voltage formed by a DC link capacitor, and a leakage current flowing to the ground from a connection node of an input Y-capacitor and a connection node of an output Y-capacitor.
