An approach necessity determining portion determines the necessity of the approaches to users based on a first information which is the acquired information. An approach content setting portion determines the contents of the approaches to the users. An approach acceptability estimating portion estimates the acceptability of the user to the communication based on a second information which is the acquired information. If the approach acceptability estimating portion estimates the necessity of the approaches, and the acceptability is larger than a threshold value, an approach implementing portion implements the approaches to the user according to the contents determined by the approach content setting portion.
