An object of the present disclosure is to lower a temperature in the vicinity of a water surface.According to the present disclosure, a thermal conversion system includes a float 20 floating on water and a thermal conversion unit 10 connected to the float 20 and configured to connect the vicinity of a water surface and a predetermined water depth by a medium that has thermal conductivity. The vicinity of the water surface is cooled by transmitting heat in the vicinity of the water surface to the predetermined water depth.
