The traffic congestion is a major problem, which causes immense hardship to commuters. Many techniques were adopted but still the problem is unsolved. Therefore in this paper, a novel method by the application of Matlab is used for image processing with cameras installed at the traffic signals to capture real time images every 10 second. These images are converted into binary frames, gray code images and enhanced through wiener filter and noise filtered by Gaussian density function and Otsu's principle about the density of vehicle by its count. The output of green signal is actuated to allow the traffic to flow is evaluated with the percentage of congestion using flexible traffic flow fuzzy logic system in the terms of density of traffic on the road and its range of congestion. The results are satisfactory. The flexible property of the random systems for traffic light signal actuation has proven its implementation by displaying promising good results in the simulation, which is a novel achievement to solve this problem. The situation of traffic will also be tracked in the future before the vehicle is reached at the traffic signal.
