Inclusion of Vulnerable Road Users (VRUs), such as pedestrians and cyclists, to Vehicle-to-Everything (V2X) communication system introduces a new dimension to it by extending the safety to non-vehicle road users. At the same time, integrating VRU devices to the vehicular communication presents unique issues and challenges. Specifically from security perspective, enrollment and issuance of digital certificates to consumer devices such as smartphones as legitimate members of the V2X communication require consideration that may not be applicable to other entities such as vehicles. We present a solution to address these challenges with minimum impact to the existing Intelligent Transportation System (ITS) standards while utilizing the 3GPP-standardized solution to interconnect mobile network and ITS system. We then present a specific proposal of changes in these standards. Based on our observation, this is the first proposal to address the issues associated with security and privacy aspects of VRUs in the ITS system and provide a solution to it. We recommend that relevant standard defining organizations (SDOs) such as ETSI ITS and IEEE 1609 to consider our solution toward standardization.
