The effective evacuation of affected populations from disaster sites is paramount in rescue operations in the outbreak of emergencies. To enhance rapid emergency response and to ensure the efficient and systematic evacuation of affected individuals, we investigate the problem of optimizing emergency evacuation routes under the heterogeneous vehicle, considering both the dispatch cost and the fluctuating rescue costs. As a result, we have established the EHVRP (Emergency Heterogeneous Vehicle Routing Problem) model aimed at minimizing the overall cost of vehicles in transit. Both the GA (Genetic Algorithm) algorithm and an improved GA algorithm were employed to solve this model. Through simulation using specific cases, a comparative analysis of the results demonstrates that both the GA and the improved GA algorithms effectively tackle the emergency heterogeneous vehicle routing problem, reducing rescue costs. Furthermore, the improved GA algorithm showcased superior solving speed and performance.
