Establishing a freight train terminal in Cirebon is a strategic move towards realizing Indonesia's vision of becoming a maritime pioneer. This study evaluates the feasibility and necessity of multi-modal transportation development using the Analytic Network Process (ANP) combined with the Benefits, Opportunities, Costs, and Risks (BOCR) method. The research projects future multi-modal needs and assesses feasibility, highlighting infrastructure requirements such as reach stackers, flatcars, and trucks. Key factors influencing multi-modal initiation include fulfillment level, reliability, cost, security, and safety during transit. Expert assessments from academia and industry validate the feasibility of the Cirebon-Jakarta multi-modal system. The results indicate that multi-modal transportation offers significant operational efficiency and user satisfaction, with higher weights assigned to reliability, cost, and safety. This implies that stakeholders should prioritize these factors to enhance the effectiveness of multi-modal systems. Recommendations are based on Cirebon's Gross Regional Domestic Product (GRDP) and consider two alternatives: single mode (trucks) and multimode (trucks and trains). The study underscores the potential for operational efficiency and user satisfaction through multi-modal transportation while also suggesting further research to compare additional alternatives and incorporate broader stakeholder perspectives.
