The ANSPs are operational stakeholders investing largely in ATM/CNS systems and ensuring the resilience of the ATM/ANS provision system. ANSPs' investment decision-making is strongly impacting the path towards more sustainable, resilient and efficient provision of CNS services in a long-term. The research results demonstrate that ANSPs investment decisions in ATM/CNS systems are mainly imposed by the scale of provided ATM/ANS services and consequently generated net CFs from operating activities. The alternatives making that critical ATM/CNS infrastructure continues to receive sufficient funds ensuring infrastructure's modernization, scalability and adaptability to changing market conditions and reinforcing resilience of ATM industry are discussed in this paper.
