Risk management during space system acquisition is an increasingly complex challenge that requires the utmost skill of cost modelers and program managers. This paper explores two complexities integral to risk management: risk allocation and element correlation. It is hoped that this can assist program managers in applying informed skills and using the best available tools to achieve sound risk management. This paper shows that program managers wishing to properly resource program requirements should understand correlation of program elements and manage risk at the lowest possible levels.
