Collaborative decision-making for emergency logistics scheme under disaster is a prerequisite activities of emergency logistics. In the case of multi-agent, multi-scheme, multi-resource and time-critical, how to give consideration to both individual and collaborative performance to achieve the established goals in the decision-making process is the current problem to be solved. Based on this, considering that the individual and collaborative performance, this paper constructs a multi-scheme and multi-agent collaborative decision-making model for emergency logistics to minimize operating costs, maximize the satisfaction levels and overall effectiveness. meanwhile, the NSGA-II algorithm is introduced for solving to find the Pareto optimal solution set, while the TOPSIS decision theory is used to comprehensively evaluate all the combination solutions in the Pareto solution set to come up with the best compromise solution. Finally, the cased study is applied to verify the rationality and feasibility of model, and the results show that the optimal compromise scheme meets the requirements of low cost, high demand satisfaction rate and good implementation effect. This study provides a basis for multi-objective collaborative decision making in the field of emergency logistics, and provides new ideas and means for multi-objective collaboration, preference of the combination scheme in scheme decision making research.
