In this paper, we propose a road pricing mechanism for alleviating the queuing and flow congestions. The road pricing mechanism derives a transit fare on the roads. The transit fare is composed of two kinds of prices, i.e., the congestion price and the right-of-way price. These two kinds of prices solve the flow and the queuing congestion problems, respectively. The proposed mechanism performs an auction and prediction of the traffic for determining appropriate prices after enough number of iterations. Finally, a simulation result is presented to show efficacy of the proposed approach.
