Clearance management for Airport plays a vital role in flight safety. In advance of new construction of buildings in or around airports, it is required to do evaluation of the new obstacle heights in order to avoid the collision of aircrafts and obstacles. This article focuses on developing new obstacle management approach to airport clearance area based on the analysis of obstacle clearance management method, flight procedures, including airport clearance area, airspace structure and urban development. The new approach is characterized by carving out a number of restricted clearance regions to be managed, each region provides different height limitation surfaces. Meanwhile, the establishment of a simplified process for obstacle evaluation will greatly reduce the assessment and approval working hours. In the clearance assessment, we put forward a unified evaluation method combining ICAO Annex 14 and 8168 documents, which will dramatically reduce repetitive labor. Software instead of manual work will also be used in order to reduce the workload, and improve the accuracy of assessment. According to the new model proposed in this paper, the workload is reduced by 70%, and the approval cycle is shortened by 60%.
