Vehicular Ad-hoc Networks (VANETs) are mainly established to create safety communication but the vehicles are currently huge in number of its travels in high speed which becomes a main challenge in VAN ETs. The vehicles travel in high speed which changes the topography frequently that makes the network unstable. To overcome this issue in earlier days clustering is introduced and that reduces the vehicles mobility and cooperatively vehicles are grouped together into clusters. By the increase of cluster stability, the network stability is normalized. But later on, increased number of clusters affects the network performance in a negative way because it increases the congestion of energy during communication. In order to overcome this drawback in this article Dynamic Mobility based Weighted CH Selection Strategy (DMWCS) is introduced and as well the Unmanned Aerial Vehicles (UAVs) are assisted. With the presence of UAVs, the ground-based communication is performed in air medium that helps to get rid of the ground-based obstacles. Using the weighted CH selection method the communication is effectively optimized and it reduces the energy consumption during data transmission. Through the dynamic mobility model are effectively monitored and it helps to reduce the network latency. The experimentation of DMWCS is performed in NS2 with SUMO mobility model creation. To know about the betterment of the DMWCS its results are compared with HACHE and CCFMP.
