The high-speed rail signal system needs to effectively control lots of personnel, equipment and complex environment. This adds to the complexity of securing safety for rail transport. Aiming at the high-speed rail signal system, this paper uses systematic analysis method to evaluate the safety of hazard causes. According to the characteristics of the high-speed rail signal system and considering the causal relationship, a new cascading failure model is proposed. The model redefines capacity. When the node fails, the overloaded load is redistributed by the proportion of the downstream node capacity. Through case analysis, the validity of the model is verified, which helps to reveal the possibility of railway hazards and their propagation process. It can assist railway transportation safety decision-making and promote the safe operation of the system.
