Traffic congestion in Jakarta, Indonesia, is a significant challenge for its residents. As the capital city and economic hub, Jakarta is flooded with commute needs, resulting in a skyrocketing number of vehicles. Despite government efforts, traffic conditions remain severe, with a 4.05% increase in vehicle registrations from 2021 to 2022, totaling 21.8 million active vehicles. To tackle the problem, this study uses the theoretical framework of web-based GIS functionality for traffic detection and management. We developed a JavaScript web-based GIS application using the Google Maps API, with interactive maps, geolocation services, route planning, and real-time traffic data, calculating the Traffic Congestion Index (TCI) and assessing each journey's carbon emissions and fuel consumption. From our analysis, our model shows Jakarta's overall traffic congestion throughout the day is not excessively high. However, there are consistent specific hotspots and peak times when congestion significantly increases. Our approach demonstrates the potential of advanced GIS tools for detailed spatial analysis and effective traffic management. This comprehensive application offers valuable insights for urban planners and traffic authorities, supporting data-driven decision-making and highlighting the need for further development to enhance Jakarta's efforts in tackling traffic congestion.
