In order to overcome the shortage of the typical factors considered in the traffic capacity calculation model, the traffic management factors that affect urban road traffic capacity are analyzed, the calculation model of segment capacity considering traffic management factors is set up, the calculation model of reduction factor of the pedestrian management factors among traffic management factors is also set up. Finally, according to the survey data of zhuhai road segments, the traffic management factors that affect urban road traffic capacity are analyzed, and the calculation model is verified through the traffic simulation technology . The results show that the calculation results of the capacity of the model are consistent with the simulation results, and the calculation model of segment capacity considering traffic management factors is reasonable.
