This paper discusses three significant issues that will shape the deployment of Safe Flight 21. It is not clear how these issues will be resolved, but it can be concluded that some of the applications will have to be significantly changed in order to meet the requirements of the many stakeholders involved in the use of the avionics, ground infrastructure and operational procedures. Therefore, it will be necessary for the various constituencies within the FAA, the manufacturing community and the air carriers to continue to work closely to address the issues. In addition, implementation of the enhancements will require focusing the limited community resources on resolving issues so that NAS-wide benefits of Safe Flight 21 can be realized as soon as possible.
