As part of the “going out” strategy, Chinese ports have begun to carry out cooperation with pivot ports in regions along the 21st Century Maritime Silk Road, resulting in the construction of a port network to serve the “One Belt, One Road” initiative. It is not only conducive to the development of Chinese ports, but also enables the shipping industry to play its due role in promoting the coordinated development of regional economy. To select a pivot port, firstly, identify the port functions in different regions; secondly, select the target ports; finally, propose specific ports cooperation model based on the corresponding port situation. Port Klang in Malaysia, Port of Djibouti in the Republic of Djibouti, Port of Arzew in Algeria, and Port of Lagos in Nigeria meet the basic requirements for providing services to the pivot ports along the 21st Century Maritime Silk Road, and cooperation models as joint ventures and BOT will be adopted.
