Comprehensive water transportation serves as the foundation of the Yangtze River Economic Belt and foreign trade, playing a significant role in promoting economic development along the Yangtze River and foreign trade. To enhance the objectivity and comprehensiveness of its indicator system establishment, and to break the current research situation which solely focuses on setting indicators around port transportation, a multi-level evaluation indicator system for comprehensive water transportation is being constructed starting from port transportation and waterway transportation. The entropy method is used to objectively obtain index weights, and an evaluation method of water transport quality and efficiency based on the Technique for Order Preference by Similarity to an Ideal Solution is established. The evaluation method is validated using partial water transportation data from Jiangsu Province. The conclusions obtained are consistent with the actual situation, proving the feasibility of the established evaluation indicator system and evaluation method model. This study provides research ideas and a theoretical basis for the future development of comprehensive water transportation and the planning of other comprehensive transportation systems.
