Vehicular Ad hoc Networks (VANETs) is one among the most trending research area where it is concentrated by maximum of the industrial and academic sectors and as well it is utilized in lot of the Intelligent Transportation System (ITS) based applications. VANETs are equipped with certain special characteristics such as fast-moving vehicle, unpredictable mobility and frequent topographical modifications in the network that directly affects the performance and as well due to ground level obstacles data transmission is interrupted during communication. In order to maintain the speed of the vehicles and to overcome the network from ground level obstacles Unmanned Aerial Vehicles (UAVs) are introduced in VANETs. Later on, vehicles are high increased in the network so that it is essential to improve the effective of UAVs assisted VANETs. For that purpose, in this paper Resource Allocation with Energy Balancing (RAEB) is proposed which is categorized into three segments they are UAV network construction, effective load balancing process and improved UAV energy utilization. Through valuable resource allocation and energy monitoring the delay and overhead rate is reduced that helps to improve the packet delivery ratio and energy efficiency of the network. The implementation of the proposed RAEB-UAVs is carried out in NS2 and the parameters which are considered for the process of comparative analysis are packet delivery ratio, end-to-end delay, routing overhead and throughput and as well it is compared with the earlier research like PRO-UAVS and RDJOUAVs. From the results it is proven that the proposed RAEBUAVs achieve better overall performance when compared with the earlier approaches.
