When congestion occurs, an autonomous software agent, typically an expert system, can be used to select the most appropriate plan from the library and pass it on to the underlying traffic control system for implementation. Typically, each plan in a control library will address one particular recurrent congestion problem. Therefore, to compile a sufficiently wide-ranging library, all major recurrent congestion problems in the controlled network must be identified. A measure used to assess the congested state of a link is briefly discussed. The proposed method for identifying recurrent congestion features is then described in detail. The method has been implemented in a suite of three computer programs and has been used to identify a set of recurrent congestion features in a small area of central Leicester. The performance of the method in this practical trial is assessed, and some of the congestion features found are described.
