The International Mobile Satellite Organisation (Inmarsat) has been providing the global commercial aeronautical mobile satellite services (AMSS) since 1990. In order to efficiently utilise the available spectrum to support the growing aeronautical traffic demand with higher quality and more reliable services, a network channel management system (NCMS) will be developed and implemented to enhance the existing Inmarsat aeronautical system. The NCMS will use predictive and adaptive algorithms to implement its resource management and contingency management functions and to dynamically allocate the channel carriers to individual ground earth stations.
