The report summarizes the results of a study aimed at increasing the expertise of local municipalities throughout Pennsylvania in the use of traffic data collection equipment. The technical assistance provided to the municipalities is documented, and an evaluation of the cost-effectiveness of the program is performed. A summary of the conclusions drawn from the results of the study suggests a continuation of the program to provide additional assistance to local agencies to collect, reduce and analyze traffic data to improve transportation, particularly in non-urbanized areas.
