The detection of road traffic incidents is a facility which is already available on motorways in Europe and the USA. It will not be long before information about incidents can be relayed directly to the driver in his car but this will rely upon accurate methods of detection and reliable techniques of processing and interpreting the data received. The report, which is in two parts, is about the feasibility of automatic incident detection in a signal-controlled urban road network. Part I contains a literature review of incident detection, as applied to motorways and high-speed roads, which forms the basis for the research reported in Part II. An algorithm based on detector occupancy has been developed and tested using both simulated and real data. The results, though not conclusive, are encouraging and suggest that incident detection in an urban road network is feasible but that the algorithm needs to be adapted to suit the different road geometric and traffic conditions encountered in an urban network. An alternative, totally different approach to incident detection is also suggested.
