A recommendation is given for immediate-action improvement program for airport access in the Baltimore-Washington Region. A forecasting procedure was developed, calibrated, and applied to analyze the implications of changes in service by one or more of the major access modes: automobile, rental car, taxi, and limousine/coach. Recommended improvements for limousine/coach service are detailed; improvement recommendations are summarized from the following special studies: marketing access services, traffic circulation, and access signing. General recommendations are provided regarding the methodology of airport access planning based on the Baltimore-Washington experience. (Author)
