Periodical surveys have been undertaken over a long period (1970-1987) in order to investigate the use of alcohol by road users. A rather reliable idea has been obtained about the magnitude of the problem of drunken driving in the Netherlands. However, the information obtained is still limited because the surveys were mostly held during the week-ends between 22.00 and 04.00 hours and then only of car drivers. The results of all alcohol surveys in the Netherlands until now have indicated that there is no case for a radical change in enforcement policy. The results justify by themselves no total change in the police surveillance on the use of alcohol. Changes in the time of surveillance or in location (near recreational areas or sport fields) for cyclists and moped riders as well as car drivers are proposed. Some suggestions for changing educational and publicity campaigns are mentioned.
