The Lee County Department of Transportation asked the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF) to examine the potential for providing the most effects and efficient service to its customers and the citizens of Lee County. As the gap between transportation infrastructure needs and available resources continues to grow, elected officials, government executives and transportation professional are continually challenged to assess and explore methods for operating more efficiently. Under the management of the Public Works Director, the Department of Transportation (DOT), through its Toll Facilities Department is responsible for the safe and efficient operation of the Cape Coral toll facility and parallel span bridges, the Midpoint Memorial toll facility and bridge, and the Sanibel Causeway toll facility and drawbridge. Its core functions are revenue collection, reconciliation/audit of toll revenues, operations and maintenance, and electronic toll collection (ETC). The Agency oversees revenue collection in accordance with the provisions of the issuance of Transportation Facilities Revenue Bonds and with County Resolutions and Ordinances.
