This report describes activities completed during the fist year of a two-year study focusing on improving safety at highway-railroad grade crossings. The activities completed during the first year included a review of published literature on driver behavior at highway-railroad grade crossings; an assessment of railroad operating practices at highway-railroad grade crossings, including audible warning devices and locomotive conspicuity measures, and requirements for their use; an assessment of basic train detection technologies used at active highway-railroad grade crossings; and a statewide crash study.
