The paper defines the elements of a transport system and discusses the philosophy and goals of transportation system management (TSM). Three existing methods for the evaluation of projects are discussed, and a new method is presented, based on the concept of level of service of the transportation system (LTS). The LTS is measured in terms of selected variables of the system (such as travel time or fuel consumption), each weighted by a factor allocated, through the utility analysis procedure, by a panel of decision-makers representing different elements of the TSM. The most suitable alternative is then selected on the grounds of its greater efficiency or productivity within the financial constraints.
