Each year, 12 million tires are discarded in New York State. Because of stricter environmental regulations, disposing of used tires in landfills has become increasingly difficult and expensive. In 1987, the State Legislature thus requested that the State Department of Transportation investigate the feasibility of using waste tires in aphalt pavement. In response, the Department contracted to pave two resurfacing projects with rubber-modified asphalt concrete (RUMAC) during the summer of 1989. Each contained five 2000--ft test sections.
