The report discusses the first phase of a project whose objective is to investigate the feasibility of an alternative method to accident rates for measuring and evaluating the accident potential of highway facilities. The specific objectives for the reported research included: The determination of the existence of a stable speed change frequency distribution for functionally different highway sections. Determination of the effect of drivers, time of day, direction of travel, day of the week, and highway facility, on the mean number of speed changes. Determination of significant defference in means and standard deviations of speed changes for each highway investigated. Visual inspection of the rank order relationship between speed change and the accident rate of the highway section.
