House of Representatives Report No. 91-1115 directed the Department of Transportation, in close collaboration with the Civil Aeronautics Board, to study the problem of aircraft traffic during prime travel hours and the extent to which this concentration results from unrealistic scheduling of flights by the airlines. The resultant effects on safety and controller staffing were to be investigated. This report presents the findings, conclusions, and recommendations of the two agencies concerning the problem.
