The objective of the study was to perform a state-of-the-art assessment of the influences of human error on the reliability of marine structures. The project is part of a five-year Ship Structure Committee (SSC)1 research program to apply reliability technology and develop probability-based design criteria for ship structures. Thus far, this research has addressed a variety of sources of uncertainty and ship design considerations that influence probability based design guidelines for ships. However, Human and Organization Error (HOE) has not been explicitly addressed even though it is the major contributor to lack of reliability in marine structures.
