Over the past two decades, agencies have increasingly implemented managed lanes (MLs) to mitigate growing urban traffic congestion in the United States. Multiple operating projects - representing a combination of HOV-to-HOT conversions and constructed lanes - exist nationally, with more projects soon to be implemented. Three of Texas four major metropolitan regions currently envision networks of managed lanes in their long-range regional transportation plans.
