The maintenance of airfield pavements is a continuing need at all Naval and Marine Corps Air Stations. New maintenance materials and techniques are constantly being developed. One of the most recent developments is the use of ground-up rubber tires mixed with paving grade asphalt cement to form a binder for pavement seal coats. Seal have been applied at three Naval air stations; National Parachute Test Range El Centro, Naval Air Station Miramar, and Naval Air Station Fallon. The Civil Engineering Laboratory was tasked by the Western Division, Naval Facilities Engineering Command, to monitor the performance of these seal coat applications.
