The project begins on U.S. Highway 281, 2.0 miles north of Edinburg, and extends south passing through the east part of Edinburg between 24th and 25th Streets, then re-entering U.S. Highway 281 at Owassa Road, then to U.S. 83 in Pharr. The project is 10.6 miles in length, of which approximately 7.6 miles is on new location. The character of the area is urban, suburban, and rural. The proposed facility will be a full control access highway. Favorable environmental impacts are anticipated due to the arterial function of the proposed expressway with respect to existing and developing residential, commercial and industrial facilities. Possible adverse effects resulting from the proposed project are identifiable in the area of displacements, division of existing land, air quality and traffic sound.
