This report presents a number of tested techniques which can be of use in the short term to improve various aspects of public transportation. To aid planners and decision makers with particular transportation objectives, potential innovations are grouped according to the primary travel market served: home-to-work, special user group, or general purpose. The techniques are designed to be operational within one to two years after a decision to proceed. Approaches covered include transit pass programs, involvement of private firms in the delivery of public services, carpooling and vanpooling, alternative services for handicapped persons, coordination of current special services, taxi feeders to conventional transit, travel brokerage services, revised taxi regulations, and coordinated parking policies. The document is written in non-technical language, and should be of special use to staffs of transportation decision makers.
