This study for the Port of Charleston expansion presents the most feasible concept for relating the proposed Clouter Creek port facilities of the State Ports Authority and the nearby public and private development to be undertaken by others. Alternative concepts were evaluated and one provided as the plan for future development. Physical characteristics such as soils and tides, and non-physical influences such as ownership and easements are discussed as they influence the concepts. Regional planning considerations such as selected socio-economic characteristics and area transportation planning are discussed as they relate to the port area. Other concerns such as environmental standards and development regulations are also discussed. A brief summary of the total study and the relationship of this study to the preceding report in the two-part study is presented. (Author)
