The Navy plan to redevelop the Washington Navy Yard and move from leased office space has merit. GAO estimates the federal government's costs, in present value terms, would be $263 million less over the next 30 years by proceeding with this plan. GAO believes that the Congress should appropriate the necessary funds and authorize the start of redevelopment, provided it concludes that the impact on affected local jurisdictions in acceptable. The Department of Defense agrees with the report. (Author)
