State driver licensing and improvement systems ensure that applicants meet minimum proficiency levels in areas identified as necessary for safe driving and that drivers falling below acceptable levels of performance are promptly identified through examinations and review of individual records. Programs are offered so that individuals may improve their performance and States may deny licensure to those who are unable to meet minimum standards. Driver records also support State enforcement and judicial programs through accurate driver identification and individual driving histories. Activities are included within three major components: Driver screening/license issuance; Driver improvement; and System support. This report discusses the impact target groups, the system support problems; it gives an overview of the program area and discusses the licensing 'countermeasures,' as well as their impact.
