The state of Tennessee Department of Highways is planning for the construction of Federal-aid, secondary route 4431, Putnam County, which is considered to have a potential environmental impact upon the quality of the human environment. The proposed project will change the social, cultural, and economic conditions in the Cookeville area by providing a better transportation facility, and by stimulating new growth and development. There will be no significant adverse environmental effects as a result of the proposed project.
