Since the railways and road hauliers are moving closer towards a more freely competitive transport environment, the nature of the infrastructure cost burden should be similar for both road and rail transport. The 'public enterprise' and 'current expenditure' methods for calculating road infrastructure costs are compared using the most recent data. The railway cost structure that would result should the 'current expenditure' method be applied to SATS is analyzed. A comparison is made between road user payments and road infrastructure costs. From this it is concluded that the payments shortfall for 1983/84 was approximately R240 million.
